DECREE NO. ΒΔ9/7535-10-ΟΚΤ 

On the Establishment of Quarantine Measures in Novo Ashukovo and New Constantinople

LET IT BE KNOWN to all who concern themselves with the affairs of the Basileía of the Romans, that noting the recent case of a citizen infected with Coxsackievirus, that The Throne declares the following, with the force of official record: 

Article I — Strict Quarantine of Novo Ashukovo

In response to the confirmed case of Coxsackie virus infection within Our Realm, the settlement of Novo Ashukovo shall be placed under strict quarantine with immediate effect. Unnecessary entry into and departure from the settlement shall be prohibited until the competent authorities determine that the risk of further transmission has sufficiently subsided.


Article II — Preventive Quarantine of New Constantinople

The city of New Constantinople shall be placed under preventive quarantine. Public gatherings and non-essential travel shall be restricted, and citizens are strongly urged to avoid unnecessary contact and observe appropriate hygiene precautions. Enhanced surveillance shall be maintained to prevent further spread of the infection.


Article III — Enforcement and Duration

The Imperial authorities, in coordination with the competent health officials, shall enforce these measures with due regard for the safety and welfare of Our citizens. The restrictions shall remain in force until formally revoked by Imperial authority following a reassessment of the public health situation.


Article IV — Final Provision

Let all citizens heed this decree in a spirit of civic duty, discipline, and solidarity. The protection of the health of the Roman people is a matter of Imperial concern, and all necessary preventive measures shall be taken to preserve the peace and security of the Basileía.

With the present Declaration of Independence the King of Mouzilo, Emmanuel the First, declares the establishment of the Dominant and Independent Kingdom of Mouzilo, a Monarchical Constitutional Democracy, under the direct and complete control of him and his House.

BOOK II — Law of the Basileía

Article I

I. A. The name of the State shall be "Basileía of the Romans", used in all official contexts. In all non official contexts, "Rhōmanía" and "Basileía of the Romans" are synonymous and can be used interchangeably.

I. B. The demonym of the people of Rhōmanía is Roman.

Article II

II. A. The form of Government of Rhōmanía is an elective constitutional monarchy, lead by the Basileús.

ΙΙ. Β. The Government and the Monarchy are described in their respective Laws.

ΙΙΙ. Α. The Throne of the Basileia shall be at Constantinople.

ΙΙΙ. Β. The Throne of the Helladic Themes shall be at New Constantinople.

III. C. The seat of government shall be at Hagiopolis.

Article VI

Citizenship

Citizenship is acquired, proved, and lost only as statute provides. Citizens owe allegiance to the constitutional order and are entitled to its protection.

Applications, registers, and certificates are public instruments. Placeholder rule: a register entry is proof until a court finds otherwise.

Article VII

Rights and Duties

Every person within the jurisdiction enjoys due process, equality before the law, and freedom of conscience, expression, and peaceful assembly, subject to statute enacted for a stated public purpose.

Civic duties include observance of law, truthful dealing with public authorities, and respect for the rights of others. This article is placeholder text and does not itself create a cause of action.

Article VIII

Amendment

These Fundamental Laws are amended only by a recorded supermajority of the assembly, followed by promulgation in the Imperial Gazette.

An amendment takes effect on the date named in the promulgation, or on the seventh day after publication if no date is named. Until enacted text replaces this placeholder, Article VIII has illustrative force only.
